If power is measured by amps x volts = watts and you lower the amps part of the equation guess what? You lower your watts. I rest my case.

Amperage is not power. Power is measured by multiplying amps x volts which equals watts. Wattage is power and true power has to be corrected for efficiency. On an industrial demand type meter this would help save energy but on a residential meter this will do very little to save energy.
